Yes, where the app is public. We have taken our own apps through it, so the scopes, the GDPR webhooks, the performance checks, and the listing itself are built to that bar from the start rather than fixed after a rejection.

It is scoped per project. No two app builds have the same surface area, so we run a paid discovery, write a scope, and quote against that scope. You approve the number before any build starts, and it does not move on hours.

Often, after a code review. We look at the data model, the scopes, and the webhook handling first, then tell you honestly whether extending it or rebuilding it is the cheaper path.
